State Announces New Deputy Director to Oversee
Virginia’s Building and Fire Code Regulation
RICHMOND – On Friday, January 7, the Virginia Department of Housing and Community Development announced that Emory Rodgers will succeed Jack Proctor as the agency’s Deputy Director for the Division of Building and Fire Regulation. Proctor retired in October, 2004 after dedicating nearly 30 years of his career to ensuring safety through building and fire code regulations.
The Division of Building and Fire Regulation, within the Virginia Department of Housing and Community Development (DHCD), develops and administers Virginia’s building and fire codes, in conjunction with the Board of Housing and Community Development. DHCD is also responsible for training the state’s building and fire code officials, inspecting amusement devices and industrialized buildings, regulating blasting and explosive safety programs, and regulating manufactured housing. The agency also manages the Virginia State Fire Marshal’s Office, which concentrates on fire prevention and inspects all state-owned buildings as well as public schools, hospitals, adult and child-care centers, college dorms, and others.
Rodgers will start immediately in his new position with DHCD. He has served as a building code consultant with the agency since 2000. Prior to joining the agency, Rodgers was the Inspection Services Division Chief for Arlington County and has served in leadership positions for several national code organizations including President of Building Officials and Code Administrators.
