MINUTES OF
2002 ANNUAL MEETING
May 21,2001
VIRGINIA BEACH, VIRGINIA

The meeting was called to order 12:50 PM. President Wills recognized Jim Dolan, VFPA Regional Representative and Steve Shapiro, Sec/Treas., BOCA as honored guest. VFPA Board members Gary Huffman, Jan Mitchell, Jeff Flippo Dennis Mitchell and Robin Preece, were introduced by President Wills. The President also recognized all Past Presidents of VFPA and all past Board members. President Wills also recognized Dennis Mitchell who was recently appointed by the Governor as VFPA’s representative to the Virginia Fire Services Board.

SECRETARY/ TREASURERS REPORT
The minutes of the 2001 Annual Meeting were accepted . The treasurer reported a checking account balance of $33,472.45 and 4 certificates of deposit with an approximate value of $35,183. The report was accepted.

COMMITTEE REPORTS -

Training Committee
A successful Fall Conference was held in Roanoke A one day Regional seminar was held in Roanoke Area Planning for the Fall Conference has begun. Members were asked to recommend subjects. The Lynchburg Area is being considered as location for meeting.

Fire Services Board -
The Fire Services Board will meet in Colonial Heights on June 7-8,2002. The Fallen Firefighters Memorial will be held at the Capitol on June 9, 2002 VFPA is concerned about a Central Training Center. We have been advised this will not eliminate Regional Training. Dennis Mitchell has requested that the FSB investigate the charges to attend 1031 and 1033 classes. Suggestion was made to eliminate charges. Dennis requested members to contact him if they have concerns they would like him to take to the FSB Phil Paquette is the FSB representative to the Board of Housing and Community Dev.. Phil became Chairman of the FSB in April 2002.

Code Review Committee.
Jan Mitchell is current Chairwoman for this Committee. VFPA members on the FSB Code Change Committee have been very active in changes proposed to the State and ICC Codes.

Legislative Committee
Jeff Flippo, Chairman, and several members of VFPA attended two receptions for legislators which gave them excellent opportunities to discuss matters of concern to VFPA on a one on one basis. Jeff also attended the Secure Virginia Initiative. A Bill to increase the Fire Fund, with the increase going to Home Defense, was defeated. All fire service organizations objected to the Bill.

NEW BUSINESS

A proposed change to the Constitution , which was mailed to all members, was approved. The changes 1) added “Incorporated” to the organizations name and 2) the Secretary / Treasurer was made a voting member of the Board of Director which increased the number of members to 10.

AWARDS

Steve Eanes was presented a plaque in recognition of his many years of service on the Fire Services Board as the VFPA Representative. Jan and Dennis Mitchell were individually awarded the Outstanding Service Award for their many hours of service supporting the Association and their continuing activities in the Code change/development areas. I,B,George was voted in as a Life Member of VFPA. Gene Wills was presented a plaque in recognition of the many accomplishments during his term as President .. Howard Summers, jr. was honored by having the Scholarship Award program named for him. Scholarship awards for Fall 2001 and Spring 2002 went to Jennifer Boylan and Matthew Basilone

ELECTION OF OFFICERS FOR 2002-2003

The nominating committee composed of Jan Mitchell, Chairman, Elaine Gall and Robin Preece presented the following recommendations : President Gary Huffman 1st Vice President Jeff Flippo 2nd Vice President Judson Flournoy Sec./Treas. Francis Teevan Delegates-at-Large: John Tunstall and James Epperly The report of the nominating committee was accepted. There were no nominations from the floor and the proposed slate was elected. Steve Shaperio, Sec/Treas. of BOCA conducted the Installation of the new officers.

Following the installation ceremonies Steve made the following remarks regarding BOCA and ICC: The three model code groups will meet in Fort Worth, Texas to vote on consolidating the three Model Code Groups ( SBCCI, ICBO and BOCA ) to ICC. An information package will be distributed in the near future to explain the consolidation.

President Wills expressed his appreciation to the members of the Association for the privilege and honor of serving as their President . He also thanked the Board for their assistance.

There being no further business the meeting was adjourned at 1:36 PM.
