The meeting was called to order by President Huffman at 1830 hours in the conference room of the Quality Inn Oceanfront where the VFPA annual spring meeting and conference is being held on May 23 – 25, 2004.

Secretary/Treasurer report Frank Teevan:

Review of conference matters and logistics.

Motion: President to have all VFPA financial account numbers and passwords. PASSED

Motion: No credit will be extended for purchase of VFPA official merchandise. PASSED

Motion: Names of new members read and accepted. PASSED

Motion: Limit Board of Directors meeting to one hour this date only. PASSED

Training committee report Dan Rakes:

Dan and Flo to attend DFP Stakeholders Meeting in Richmond.

VFPA to request $10,000 funding for schools and equipment.

Copies of VFPA training class certificates to be send to DFP.

Tuition increase for VFM Academy Law Enforcement class to $250

1031 and 1033 classes to be extended to 2 weeks and 2 days to allow ample time for review and examination.

Legislative committee report Jeff Flippo:

Bill #1482 Christmas tree SFPC regulations was changed by the legislature to allow in certain use groups.

Gary and Jeff to attend congressional luncheon in Washington DC.

Code change committee report Steve Hall:

Gary and Steve met with stakeholders on Christmas tree issue. Code change now permits Christmas trees in churches and apartments.

Steve Hall attended ICC conference in Overland Park, Kansas.

VBCOA proposed change to IBC to increase distance between SFDs to 5 feet. Less than 5 feet requires a one hour rating with 25% opening allowed.

Sprinkler requirement changed for A-2 occupancies with occupant load over 150 is in the IBC 2006 edition. Virginia will adopt same requirement

New code proposal in the works by ICC to have hydrogen fuel in gasoline stations under canopy.

VFPA is to continue as the primary fire-related code action group in Virginia.

IT committee report J.D. Mitchell:

New VFPA website is working well and seeing many hits

All new software and laptops are in and up and running.

President report Gary Huffman:

President Huffman attended a teleconference with the ICC and discussed the role of regional chapters and our needs from the ICC.

Training committee to ask ICC to bank their available free training to be used next year.

New business:

Discussion on retired members of the VFPA being permitted to hold office.

Discussion to add a corresponding secretary.

Discussion on holding a special meeting in the fall of 2004 to discuss above changes to the by-laws.

Meeting adjourned at 1930hours.
