Elaine has been an active member of our board in the development of the codes here in Virginia. She will be replacing Dennis Mitchell who has done an outstanding job over the last 8 years. Thanks to Dennis for his hard work and dedication.

Elaine currently serves as University Building Official for the University of Virginia. She is also the Senior Fire Protection Engineer for the University. Elaine has been a Certified Building Official since 1987 and has attended all training classes currently required by DHCD for this certification. She also holds numerous other certifications including Fire Protection Inspector, Plan Reviewer, and Fire Official from DHCD and the Virginia Department of Fire Programs.

Prior to employment at UVA, Elaine served as the Regional Engineer Manager for the State Fire Marshal’s Office and has close to 20 years of state service. She earned her Bachelor of Science Degree in Mechanical Engineering from Virginia Tech in 1985 and a Master’s in Fire Protection Engineering from the University of Maryland in 2005. She has been a licensed professional engineer in Virginia since 1990.

Elaine is senior member of the Virginia Fire Services Board Code Committee, having been appointed to the committee continuously since its inception in 1997. This committee monitors proposed changes to building and fire codes and represents the board at both state and national code hearings. She served as Chair in 2006 and 2007.

Elaine as been a member of the Virginia Fire Prevention Association for 23 years and served as Second Vice-President for the 2008/2009 tenure. She received the VFPA President’s Award for Service in 2001 and 2006.
